Sustainable Buildings – An Immediate & Unprecedented Challenge Demanding Genuine Collaboration !

2023-09-26:  At the time of writing, the 78th Session of the United Nations General Assembly is taking place in New York City.  Midway through the U.N. Sustainable Development Framework Agenda 2015-2030News about its failing progress is very discouraging

>  Amid growing geo-political crises and war, Multi-Lateralism has little chance to operate successfully and there is a growing stalemate within the Security Council ;

>  Extreme Weather Events (e.g. heatwaves, droughts, severe storms and rainfall, flooding) are becoming a regular occurrence across the Globe, and their impacts are already devastating ;

>  Only 15% of the Sustainable Development Goals are barely on track, while development gains in other SDG’s have reversed ;

>  Not only are Climate Disruption Targets not being met, but global greenhouse gas emissions are actually increasing.

Earlier this month (September 2023), the #UN published a Report: United in Science 2023 – Sustainable Development Editionhttps://library.wmo.int/idurl/4/68235

Compiled by the World Meteorological Organization (#WMO) under the direction of the U.N. Secretary-General, it brings together the latest updates from key U.N. Partner Organizations with a focus on weather-, climate-, and water-related sciences, research and services in support of realizing Sustainable Human & Social Development:

Climate Disruption …

  1. Total Carbon Dioxide (CO2) Emissions from fossil fuels and land use change remained high in 2022 and the first half of 2023.  Fossil fuel CO2 emissions increased 1% globally in 2022 compared to 2021, and global average concentrations continued rising through 2022 and the first half of 2023.
  2. The years from 2015 to 2022 were the eight warmest on record, and the chance of at least one year exceeding the warmest year on record in the next five years is 98%.
  3. It is estimated that current mitigation policies will lead to global warming of around 2.8 °C over the course of this century compared to pre-industrial levels.  Immediate and unprecedented reductions in Greenhouse Gas Emissions are needed to achieve the goals of the 2015 Paris Agreement, i.e. 1.5 °C.

Sustainable Cities & Communities …

  1. Cities are responsible for a high proportion of global GHG Emissions and are highly vulnerable to the impacts of climate disruption and extreme weather events, which threaten the achievement of Sustainable Development Goal 11.
  2. Integrated urban weather, climate, water and environmental services, grounded in best-available science and research, are helping Cities to achieve SDG 11.
  3. Observations, high-resolution forecasting models and multi-hazard early warning systems are the fundamental basis for integrated urban services.

Good Human Health & Social Wellbeing …

  1. Trans-Disciplinary Research is fundamental to analysing, monitoring and addressing climate-sensitive health risks and climate impacts on the health sector.
  2. Climate disruption and extreme events are projected to significantly increase ill-health and premature deaths, as well as population exposure to heatwaves and heat-related morbidity and mortality.
  3. Scaling up investments in climate-resilient and low-carbon health systems, and progress towards universal health coverage (#UHC) are critical for the achievement of Sustainable Development Goal 3.

Deep & Genuine Construction Sector Collaboration …

[ Institutional Transformation ]

It is inevitable, therefore, that enormous pressures – social, economic, political, legal, and institutional – are being brought to bear on Building Design Professions, Engineers (all disciplines) and Construction Organizations to rapidly, reliably and creatively transform our existing Built Environment ; new buildings, which constitute just a small part of that workload, will be required to carry the heaviest burden.  To properly realize a Safe, Resilient and Sustainable Built Environment for ALL, however, Genuine Collaboration must be fostered … between each actor in the construction sector … between practitioners and scientists/researchers … and between different industrial sectors … silos broken apart and traditional barriers transcended.

Sustainable Buildings – Reality vs. Superficial Impressions …

The minimum Life Cycle for a Sustainable Building is 100 years.

To be capable of later #Adaptation, a Sustainable Building must possess a sufficient/appropriate, level of #Redundancy.  Lean construction ignores this issue.

Far too many people appear to be still ‘wrestling’ with an obsolete understanding of #Sustainability.  It has many more than just 3 Aspects (social, environmental, economic).  Time for everyone to cop on and catch up !

The International Fire Engineering Community, in particular, has a fixation with low-hanging fruit … ‘PV Panels’, ‘Timber Buildings’ … and ‘Performance-Based Fire Codes’, which are a hybrid of prescription (rather than Functional Fire Codes, which offer a more free, more open, and flexible option for designers).

Sustainable Fire Engineering – Road Map To A Safe, Resilient & Sustainable Built Environment For ALL

Multi-Disciplinary Input  > Trans-Disciplinary Output

Sustainable Fire Engineering (SFE) is a Facilitator – no more than Architecture, Structural Engineering, or Spatial Planning – in the task of realizing a Safe, Resilient and Sustainable Built Environment for All.  However, SFE has an essential role to fill throughout the difficult journey towards that target.  In close collaboration with other design disciplines, many iterations … twists and turns along the road … will be necessary.

Beware Greenwashing !

Sustainability is NOT a graft-on, or an optional extra, to Conventional Fire Engineering.  This intricate, open, dynamic and continuously evolving Concept must cut right to the core of everyday design practice, and must positively impact all areas of that practice.

Ethical Transformation

In this third decade of the 21st Century … the Safety Objectives in current Fire Codes / Regulations are limited, inadequate, and lagging far behind today’s creative moulding and re-shaping of the Built Environment ;  they are almost, but not entirely, irrelevant in the context of the urgently required transformation of conventional fire engineering.  For anybody who cannot see the broad, beautiful landscape beyond codes and regulations … this SFE Road Map is definitely not for you.  For those who can see, your constant companion … your compass … will be a Personal Code of Ethics.

Essential Considerations Before Starting Out On The Road …

1.  World Trade Centre Attacks in New York City, on 11 September 2001.  Two sets of important Recommendations were issued by the U.S. National Institute of Standards and Technology (NIST) in 2005 and 2008.  Not only is the implementation of these still incomplete, but the solid progress which has been made e.g. on Firefighter Safety, is continuously under threat from vested interests.  Other jurisdictions have tended to ignore the Recommendations.  SFE takes full account of this Extreme Man-Made Event.

2.  Grenfell Tower Fire in London, on 14 June 2017.  Evidence at the Official Inquiry continues to shock and horrify ;  the entire fire safety regulatory edifice in England is dysfunctional, and it poses a real and serious danger to Public Health and Safety.  Inquiry Phase 1 Recommendations were issued in 2019.  Already, the Recommendation concerning Evacuation for Vulnerable Building Users & PEEP’s (#33.22 e and f) has been discarded by AHJ’s … and it has also been stated (#34.14) that as everything about the single narrow staircase in the Tower appeared to be OK, it will not be investigated in Inquiry Phase 2 … a sure sign of dysfunctional dysfunction !  SFE sees beyond these major flaws.

3.  Sustainable Buildings   Il Bosco Verticale Towers in Milano … this exciting Project, designed by Stefano Boeri and completed in October 2014, has become the International Icon for innovative / environment-friendly construction.  These new approaches to building design are posing enormous fire safety challenges.   [ Remember back … was it 15 years before fire codes were able to ‘solve’ the Atrium in buildings ? ]   SFE, however, must cope with this extraordinary level of architectural creativity ;  and Fire Engineering Practitioners must be capable of active participation, collaboratively, within Project Design/Construction Teams.

Looking past the Milan Project … it is important for the reader to experience a more rounded flavour of where the exciting synergy between Creative Design and the Inclusive Language of Sustainability is at present, and where it is tending to go …

4.  Building Energy Performance Rating Schemes   Under enormous environmental and political pressures, the headlong rush to conserve energy in buildings, and to make them more energy efficient … especially after the 2022 Russian Invasion of Ukraine … is proceeding in blissful ignorance of fire safety and necessary independent technical controls.  Measurement of real building performance, after energy refurbishment has been completed, is generally avoided.

2012 ‘Understanding China’ Policy Briefing Friends of Europe & EuroChambres

An estimated One Billion People will be living in China’s cities by 2030.  This large-scale and very rapid urbanization demands that a sustainable transformation of their urban built, social, economic and institutional environments commences Today – not at some notional point in a far distant future.

Furthermore … replicating a European approach to sustainable design and construction in other regions of the world is doomed to failure.  Urban Transformation in China must be adapted to Local Geography, Climate, Climate Change, Social Needs, Cultures, Economy, and Local Severe Events (e.g. earthquakes, flooding).  With European support and collaboration … China must, and will, find its own way.

2013 Asian Development Bank (ADB) Guidebook: ‘Increasing Climate Change Resilience of Urban Water Infrastructure’ 

This Guide describes a practical approach to bridge the gap between theoretical analyses of climate change impacts and the planning decisions that need to be made by city authorities and utility managers to increase climate change resilience of the water sector in the city of  Wuhan, Hubei Province, People’s Republic of China (PRC).  It focuses on answering the questions currently being asked by city planners and managers all over the world, as follows:

  • What changes might be caused by climate change ?
  • How will these changes affect services and utilities ?
  • What can we do now to prepare for them ?

The long lead time required to plan, finance, build, and commission city infrastructure facilities means that decision makers cannot wait for more detailed data on the effects of future climate change, especially those relating to local circumstances, but must make investment decisions based on what is known now and what can be readily predicted.  An important principle in this kind of ‘robust’ decision-making is provided by the  Intergovernmental Panel on Climate Change (IPCC)  tenet that adaptation investments, which move a city’s infrastructure toward sustainable development (such as providing safe drinking water and better sanitary conditions), are justifiable even without climate change.

***  THIS TALL BUILDING IN YUNNAN PROVINCE  &  SIMILAR COMPLEX ARCHITECTURAL PROJECTS  ***

Working within the professional constraints of ‘client confidentiality’ … it is possible to have a general discussion about current building design, construction and operation issues in an international sector which is operating, more and more, beyond national borders … without adequate, or very often any, national and local regulation.  By ‘regulation’, I mean a flexible system of building-related legislation which is operated in conjunction with mandatory and effective technical control.

In order to cope with today’s complex built environment and the enormous variation in the size and scale of construction projects … a ‘flexible’ mix of functional, performance and prescriptive legal requirements is the sharpest and most appropriate instrument.

And you can forget the hype about performance-based building codes coming out of the USA … hot air, and much ado about little !

Of course, the biggest issue of all is the competence of those individuals who work in Authorities Having Jurisdiction (AHJ’s), i.e. technical controllers.  Even in the most developed economies of the world … there are many occasions when the level of individual incompetence in an AHJ is astounding … and institutional arrangements within the AHJ itself are a mess, i.e. the AHJ is not fit for purpose.

1.  Sustainable Design – Design Process Efficiency & Proper Preparation for Construction

A tremendous amount of waste is associated with and generated by the processes of conventional building design, construction and operation.  There is a more up-to-date and efficient way of doing things … an essential way for Sustainable Design … and it’s called Building Information Modelling (BIM) !

Furthermore … consider, for a moment, just the initial list of Specialist Consultants who will be engaged directly by the Chinese Client when the project’s conceptual design has reached a sufficiently developed stage.  How can all of these individuals and organizations – listed in the revised and agreed Project Design Agreement – obtain accurate and reliable ‘real time’ information about the rapidly evolving project from a central design library / information database … then feed their new work back into the centre without unnecessary delay ?   How, next, can everyone else who needs to know, be updated with the new design input … again, without delay ?   And perhaps, these consultants may also be based in different countries … working in very different time zones …

  • Building Information Modelling (BIM) Consultant
  • Local Design Institute (LDI) … a local architectural practice which will produce the project’s working drawings, handle local spatial planning and building code approvals, carry out site inspections, and deal directly with construction organization(s), etc., etc.
  • Interior Design Consultant
  • Traffic / Parking Analysis Consultant
  • Curtain Wall Consultant (Curtain Wall, Skylights & Special Roof Structures)
  • Retail Market Analysis Consultant
  • Landscape Design Consultant
  • Quantity Surveying & Cost Estimating Consultant
  • Furniture Design Consultant
  • Geotechnical, Civil Engineering & Structural Engineering Consultant (including structural performance under fire and earthquake conditions, resistance to fire-induced progressive damage and disproportionate damage … and also including climate resilience)
  • Acoustic & Audio-Visual Design Consultant
  • Mechanical, Electrical & Plumbing (MEP) Engineering Consultant
  • Integrated Building Automation & Management / Telecom / Security / Networking Consultant
  • Fire & Life-Safety Engineering Consultant
  • Water Feature Consultant
  • Wind Tunnel Test Consultant
  • Kitchen Equipment and Layout Design Consultant
  • Art, Artefact and Accessories Consultant & Procurement Services for Art, Artefacts, and Accessories
  • Tenant Storefront Design Consultant
  • Helicopter Landing Pad Design Consultant
  • Universal Design / Accessibility for All Consultant [including access to the building, electronic, information and communication technologies (EICT’s), and services offered at the hotel … and including fire safety, protection and evacuation for all]

2.  The ‘Design Professional in Responsible Charge’ !

The Project Design Agreement requests that the Client receive advice on who might be the different Specialist Consultants listed above.  In addition, it will be necessary to demarcate the boundaries within which each Consultant will operate … and, where appropriate, to prescribe a design performance target (see below) for each speciality … which must be ‘realized’ in the completed and occupied building !

Recalling the many previous posts, here on this Technical Blog, concerning NIST’s 2005 & 2008 Recommendations on the 9-11 World Trade Centre Building Collapses in New York City‘somebody’ must ensure that the many individuals and organizations listed above – members of the Larger (2nd Stage) Design Team – use consistent design data and assumptions … must co-ordinate design documents and specifications to identify overlaps and eliminate gaps … must serve as ultimate liaison between the Client, the Local Design Institute, AHJ officials, and the Construction Organization(s) … and must ensure that everybody is on the same communication wavelength, and working towards the same objective in a trans-disciplinary manner.

That ‘Somebody’ … the Design Professional in Responsible Charge … must be the Project Design Architect !

3.  Some Sustainable Design Performance Targets

Actual construction and building user performance shall be carefully (i.e. reliably and precisely) monitored … and independently verified …

A.   Basic Functional Requirements … the Building shall comply with the Basic Requirements for Construction Works – elaborated in Annex I of European Union (EU) Regulation No.305/2011 of the European Parliament and of the Council, of 9 March 2011, laying down Harmonized Conditions for the Marketing of Construction Products and Repealing Council Directive 89/106/EEC.

B.   Good Indoor Air Quality (IAQ) … Two high-level performance indicators have been developed with the aim of protecting Human Health, and are both now referenced in International Standard ISO 21542: ‘Building Construction – Accessibility & Usability of the Built Environment’

      –   Radon Activity (incl. Rn-222, Rn-220, RnD) in a building should, on average, fall within the range of 10 Bq/m3 to 40 Bq/m3, but shall at no time exceed 60 Bq/m3 ;

      –   Carbon Dioxide (CO2) Concentrations in a building should not significantly exceed average external levels – typically within the range of 300 parts per million (ppm) to 500 ppm – and shall at no time exceed 800 ppm.

FCCC COP-15: Historical Responsibility & Poverty Reduction ?

2009-12-16:  ‘Chaotic’ is not the only word to describe what is happening right now in Copenhagen !   A few additional parliamentary expletives are required.  Is it just me … or is it obvious to everyone … that the Danes could not organize an orgy at an International Golf Tournament ?

What the world urgently needed was an ambitious, legally binding agreement … a Kyoto II Protocol, for want of a better title … to slot into place when the 1st Commitment Period ends in 2012.  What we may end up with is an ambiguous ‘political’ agreement … which will be worth approximately 1 cent more than the paper on which it will be scrawled.

There is something definitely rotten in the State of Denmark !   Multiple drafts of the same working document circulating at the same time … backroom meetings away from public scrutiny … greedy developed countries trying to avoid responsibility and action … strutting, self-important NGO’s thinking that they know all the answers … etc., etc … kill any confidence in the process stone dead.  These are not the ways of Sustainable Social Partnership.

However … at a far distance from the hustle and bustle … it can be observed that Interesting Side Events are taking place … and Thought Provoking Reports are being presented … before, during and after the main gatherings between the 7th and 18th December 2009:

  • 15th Session of the Conference of the Parties (COP-15) to the United Nations Framework Convention on Climate Change (UNFCCC) ;
  • 5th Meeting of the Parties (MOP-5) to the Kyoto Protocol.

African Countries are not the only Group having difficulty with what is/is not happening in Copenhagen …

Two recent Discussion Papers from The Energy & Resources Institute (TERI), in India, are worth bringing to your attention.  Both raise issues which are not very popular in this part of the world.  And … it so happens that Dr. Rajendra K Pachauri – Director-General of TERI … is also Chairman of the WMO-UNEP Intergovernmental Panel on Climate Change (IPCC) !

Notes:

To gain worldwide acceptance – across developed, developing and least developed regions of the world – and to have a reasonable chance of reliable implementation in those disparate regions … mitigation of, and adaptation to, climate change, including variability and extremes, must be fully compatible with the concept of Sustainable Human & Social Development.  This is clearly elaborated in both the 1992 UNFCCC and the 1997 Kyoto Protocol.

To be clear among ourselves on this island … Ireland is specifically named (without any qualification), among other Developed Countries … in Annex I and Annex II of the 1992 United Nations Framework Convention on Climate Change (UNFCCC) … and in Annex B of the 1997 Kyoto Protocol, which is legally binding.  The European Union is not mentioned, at all, in either document.

It is of concern to note that although India ratified the 2006 United Nations Convention on the Rights of Persons with Disabilities (CRPD) in October 2007 – TERI (India) has very recently placed a Document (No.1 above) in the public domain, at Copenhagen, which actively forbids content extraction by people with activity limitations for the purposes of equitable accessibility !   Joined-up thinking !?!?
